Want to make a change to your home?

Most outside changes need the Architectural Committee's OK before work starts. Here are your next steps.

Your next steps

  1. Check with the City of Peoria first.

Ask whether your project needs a city permit. If it does, get it and include a copy.

Search for building permits, or call the City.

  2. Talk to your neighbors.

If your project could affect a neighbor (for example, a shed they can see from their window, a wall on the lot line, or work on a shared roof, wall, or garage door of a twin home), ask them to sign the Neighbor Impact Release.

  3. Gather your details.

Plat or simple sketch showing where it goes, a description, drawings, measurements, colors, materials, photos, and your city permit.

  4. Send your application.

Fill out the Application for Design Review online below and upload your photos, plans, and permits. Or print it and drop it in the mailbox outside the office in the Recreation Center.

  5. Wait for the committee's answer before you start.

The committee has 30 days to review your application, and a copy comes back to you with its decision. Once approved, finish the project within 45 days, or ask the committee in writing for more time.

What the CC&Rs and Rules say

CC&Rs, Article X, Section 10.02

No building, fence, wall or other structure or improvement of whatever type shall be commenced, erected or maintained upon the Property, nor shall there be any addition to or change to the exterior of any residence ... except in compliance with drawings and specifications therefor which have been submitted to and approved ...

Get approval before you build, add on, or change the outside of your home. Repainting the same color and type does not need approval.

CC&Rs, Article X, Section 10.03

The committee approves style, exterior design, appearance, and location. It does not check engineering or building codes. That is between you and the City.

CC&Rs, Article X, Section 10.01

The committee must answer within 45 days at most. The Rules set a 30-day review.

CC&Rs, Article III, Section 3.05 (Fencing; Walls)

Fences and walls must be masonry, no taller than 6 feet on the side or rear, and need committee approval.

CC&Rs, Article III, Section 3.07 (Outside Lighting)

No spotlights or floodlights that shine onto another lot.

Rules and Regulations, Section 4 (Architectural Guidelines)

Covers awnings, driveway extensions, fences and walls, flagpoles (up to 20 feet), garage doors, gazebos and pergolas, landscape borders, lighting, paint (subdued earth tones), patio covers, roofs, room additions, satellite dishes (up to 18 inches), security doors and bars, sheds (up to 8 feet), siding and gutters, and window coverings (no reflective tint). Twin homes: for garage doors, paint, roofs, and siding, include your roof mate's written OK.

This is a summary. The governing documents control. Read them in full on the Governing Documents page.

⚠️ Important Notice Regarding City Building Permits

While the HOA Architectural Committee may approve the aesthetic and design elements of your project, this does not replace the requirement for a City of Peoria building permit. Per the city's building codes, attaching any structure directly to your home (such as a shade sail, pergola, patio cover, or lean-to) alters your home's structural framework. The city requires a Miscellaneous Residential Building Permit to ensure the project meets local safety and wind-load codes.

  • Attached Structures: Any shade structure connected to your house's walls, fascia, or roof requires a permit, regardless of size.
  • Detached Structures: Freestanding shade structures or gazebos over 200 square feet also require a permit.

What you need to do next:

  1. Review the Rules: Check the city's guidelines on the official Peoria Plan Review and Building Permits page.
  2. Submit an Application: Homeowners or contractors can apply, track, and pay for permits entirely online using the Peoria Development Services Portal.
  3. Speed Up Your Approval: For simple projects like attached patio covers, you can skip the standard wait times. Book an appointment for a 30-minute review session via the Peoria Over the Counter Plan Review guide. Same-day appointments and walk-ins are not available at this time.
  4. Contact the City: For direct assistance, call the Building Division at 623-773-7225 or email Building.Applications@peoriaaz.gov.

Note: Proceeding with construction without the required city permits can result in municipal code enforcement citations, fines, or a requirement to tear down the unpermitted structure at your own expense.
